The A.TR Movement Certificate is the cornerstone of bilateral trade between the Republic of Turkey and the 27 European Union member states under Decision No 1/95 of the EC-Turkey Association Council. Crucially, the A.TR is a document of 'free circulation' (serbest dolaşım belgesi), NOT a certificate of origin. This means that any non-agricultural industrial good that has legally entered and cleared customs in Turkey (or was manufactured in Turkey) can travel to the EU with complete exemption from basic customs duties. In Turkey, A.TR certificates are generated electronically through the MEDOS customs system and verified via QR codes, eliminating physical stamping delays at border customs.

Electronic MEDOS Issuance & Rules for Turkish Exporters

Since 2018, Turkish customs directorates issue A.TR certificates fully electronically through the MEDOS (Menşe ve Dolaşım Belgeleri Otomasyon Sistemi) platform. Exporters or their licensed customs brokers generate the document, which receives an automated electronic visa and a unique QR code. European customs officials scan the QR code to verify validity instantly. Note that agricultural products and European Coal and Steel Community (ECSC) products are excluded from A.TR and require a EUR.1 certificate instead.

Q1:Does an A.TR certificate mean the goods must be 100% made in Turkey?
No. The A.TR certifies 'free circulation status', not originating status. As long as the components or goods have completed legal import customs clearance in Turkey with duties paid, they qualify for an A.TR.
Q2:Does the A.TR exempt shipments from European VAT?
No. An A.TR exempts industrial goods from customs duties (tariffs) only. Import VAT must still be paid or deferred according to the destination EU country's tax laws.
Q3:Can an A.TR certificate be used for exports from Turkey to the United Kingdom?
No. Following Brexit, the UK is no longer part of the EU-Turkey Customs Union. Exports to the UK require a EUR.1 certificate or an origin declaration under the UK-Turkey Free Trade Agreement.
