The CMR Waybill (Convention relative au contrat de transport international de marchandises par route) is the universal legal document governing all cross-border road trucking shipments departing Turkey. Issued in four standard colored copies (red for sender, blue for consignee, green for carrier, black for administrative records), the CMR records sender details, carrier identity, delivery address, package count, cargo description, gross weight, and driver reservations regarding packaging condition. Crucially, the CMR governs carrier financial liability for lost or damaged goods, capping compensation at 8.33 Special Drawing Rights (SDR) per gross kilogram (~€10/kg), unless a higher value is declared in advance.

Turkey has been a contracting party to the UN CMR Convention since 1993. Every truck departing Turkish border gates (Kapıkule, Hamzabeyli, İpsala, Habur, Sarp) or boarding Ro-Ro ships at Pendik, Yalova, and Çeşme must carry an endorsed CMR waybill.
