Turkish exporters must use EUR.1 in three distinct trade scenarios: (1) Post-Brexit trade with the United Kingdom under the UK-Turkey FTA; (2) Exports to European Free Trade Association (EFTA) nations including Switzerland, Norway, and Iceland; and (3) Exports of agricultural commodities, processed foods, and European Coal and Steel Community (ECSC) steel products to the European Union. For authorized exporters, an Invoice Declaration of origin can replace the EUR.1 certificate for consignments under €6,000 or without limit for Approved Exporters (Yetkilendirilmiş Yükümlü / YYS).
